MINUTES

The antipathy of the Hong Kong

Government to the Consulting Engineers (which

arose out of the size of the fee which they tried

to charge for their 1920-22 enquiry and report)

is most unfortunate.

As a result of this dispute the Hong

Kong Government now desires to lay down the policy

of de vel opment without outside assistance,

referring to the Consulting Engineers only such

particular technical problems as those on which

the Hong Kong engineers themselves feel that they

want further advice.

The Crown Agents on the other hand urge

(15340) that the Colony should not embark on a

scheme of development which will have to spread

over many years and will cost a very large sum of

money on the advice of an officer of the Public
